Launched in 2021, the plan sets out to remake how the emirate grows. The headline numbers that matter for planting:

Programmes of this scale change what buyers need from a nursery. Three implications stand out.
Supply confidence. City-scale schemes cannot tolerate stockouts or inconsistent quality. They reward suppliers who can guarantee depth of stock and hold material against long timelines.
Native and locally grown wins. The plan’s emphasis on sustainability and liveability pushes specification toward water-wise, native and in-region material — exactly the palette that performs on treated water and minimal irrigation.
Long horizons become normal. When a scheme runs for years, the plants for its later phases need to be growing now. Contract growing stops being a niche service and starts being basic planning.
A plan this size does not reward the cheapest quote on the day. It rewards the supplier still able to deliver the right species, at quality, in phase six.
